The Herald publishes an interview with a resident of New Caledonia, stating that there is Bttle doubt that the Japanese-Government are behind the emigration of their subjects to the island. The French are quite indifferent, to the influx, as they are to most things. Useless officialdom reigns, and the colonists strongly obJ'ect to keeping it in an extravagant ife of luxury. The French residents frequently express a desire that' Australia should annex the whole of the Loyalties. The French Government utterly disregard their facilities as a strong naval base.
