Mr McKenna, the First Lord of the Admiralty, replying to Mr Robert Harcourt, Liberal Member for the Montrose boroughs, said that Germany in the spring of 1913 would have 17 "Dreadnoughts" delivered, and assuming that the ships for 1911 were twelve, the programme to be delivered in three years after authorisation Avould give her 21 "Dreadnoughts" delivered in the spring of 1914.
