The Tsar has issued a, rescript completing; his grandfather's emancipation of'the serfs, and securing for the peasants economic equality with personal freedom, affording thorn facilities to quit peasant communes. An imposing service took place in Kazan Cathedral, in the presence of the Tsar. Tsarina, the Dowager, and the Grand Duke®, to cfelebrate the jubilee of the emancipation or the serfs. Huge crowds filled the streets and loudly cheered.
