A SURVEY OF THE SITUATION

LONDON, March 4. The Times* ,in its annual survey of the naval situation, declares tbiti whatever ar,xiety wao held a year ago is now in some measure allayed. The country, can more- than hold its own, end as regards the percentage of the world's warship construction Great Britain's position is unlikely to become less satisfactory for two years. After that, owing to Gre'st Britain's possessing more obsolescent^vessels than any other principal Power, the, •existing naval balance will be much altered if there be not taken into ae* count an immediate and future constructive policy. The paper adds that the present Improved position is the outcome of pressure compelling the Government to construct four contingent phips ;n 1910, and the non-acceleration of German construction. *
