Penalties.—Flat Races: The winner of any flat race after declaration ot weights to carry a penalty of 71bs.; and of any additional race or races a further penalty of 51bs. Definition of a Hack.—A Hack is a horse that has not won a race of the value of 100 jsovs., or races of the collectivo value of 250 soys. up to the date of nomination.
