The Hon. J. A. Millar, Minister for Labor, , writing to the Christchuroh General Laborers' Union, forecasted an amendment to the Arbitration Act, as a means of enabling unions to overcome the difficulty of collecting their members' subscriptions. He said: "I have gone into the practicability of amending the Act in the direction of making provision for the attachment of workers' wages for the collection of dues to unions, and on full consideration of the matter, I find that such procedure would be found somewhat unwieldy, and moreover expensive to the unions. I am satisfied that the most satisfactory course will be to have provision made in the Act restricting preference of employment to those members of unions who are financial. As the Court has found\ that it has no power under the Act to limit preference in this way* I propose to insert a clause in the amending Bill to be brought down this session, authorising the Court to do so.
