LONDON, April 5. A Parliamentary paper has been issued containing a record of Sir Charles Lucas's impressions during his recent visit to Australia and New Zealand.

Sir Charles Lucas insists upon the necessity for quick mail services. One good result of the Press Conference, he says, was to strengthen the movement for cheaper telegrams. He would welcome cheaper communication to enable labour representatives to visit England. Nothing was more admirable in Australian public, life than the effort to keep permanent officials outside the scope of political influence. It would be difficult to point >to any part of the world combining more advantages within the same space than New Zealskna. British interests in the Pacific called imperatively for much better communication between the Pacific Islands. There was considerable keenness in Australia and New Zealand for extended openings for their youth in Imperial services.
