"AN UNJUST CHARGE."
NAPIER, Nov. 13. Napier merchants telegraphed to the Prime Minister as follows :—•" We strongly urge you to reconsider the question' of collecting primage on goods now in bond. It will cause* great trouble and annoyance. We believe that a precedent for exempting such goods was. established when.' a similar impost was made in 1888. The charge will bear unjustly cm importers, who in many instances wil^ be unable to. pass it,on to customers at a trifling individual increased cost. We consider it much prefevable that the required amount" should be raised by an increased duty on selectee! articles. If, however,1 you decide that a tax is imperative, we urge that ii; should be collected on arrival of goods^"
