The International Congress ori Alcoholism has opened at Kensington* Many foreign delegates are present.
Sir John Cockburn, representing the Commonwealth, said that the children in the Australian State schools were instructed in scientific temper-
ance. ( Sir H. Tozer (Queensland) hoped that the Congress would deal the? native question. ?
