WEST AUSTRALIA'S POSITION.
SPEECH BY THE PREMIER
(Received July 21, 10.30 a.m.) PERTH, July 21. The Premier delivered a policy speech last night. He stated that the deficit last year'was £102,000. The area under crop increased by 70,000 acres. Applications were received for 2,000,000 acres. The goldfields production was £6,999,000, compared with £7,210,000 for the previous year. The decrease was due to the treatment of lower grade ores, but the industry was sound and profitable. He foreshadowed large railway development, the liberalisation of Legislative Council qualifications, a Redistribution of Seats Bill on a population basis, and a Dairying Bill on New Zealand lines. .
