CHINA'S NEW RULER.

Perhaps one of the best articles in the Century magazine for April is a sketch entitled "The New Ruler of China, Prince Chun the Regent," by Professor Taylor Headland, whose official position and long residence in Pekin have brought him into close relations with court circles in the capital. On the whole, he thinks that China is happy in being under the guidance of a man who has travelled abroad, and is mere open-minded in opinions than many of those who have hitherto swayed the Celestial empire s destinies. Professor Headland tells, aixong other interesting! anecdotes, of a conversation with Prince Chun, the new regent, at a dinner given by_ the latt Major Conger, American Minister to China. Prince Chun has travelled in Europe on diplomatic missions, and, P'oiessor Headland reports, "was intelligent enough to observe everything of importance in the parts through which he passed, and it was interesting to hear him tell of the things he had seen and his characterisation of some of the people he had visited. " 'What did your Highness think of the relative characteristics of the Germans and the French as you saw them?' I asked him at the same dinner. " 'The people in Berlin,' said he, 'get up early in the morning and go to their business, while the people in Paris get up in the evening and go to the theatre.' "This may have been a bit exaggerated," says Professor Headland, "but it indicated that the Prince did not travel, as many do on their first trip,, with his mouth open and his eyes closed."
