RULES AND~RiGULATiONS; Penalties.—Flat Races: The winner oi any flat race after declaration of weights to carry a jpenalty of 71bs, and of any additional race or races a I further penalty of 51bs. Hurdles: Ihe winner of_ any hurdle race after the declaration of weights to carry a penalty of lOlbs, and for any additional hurdle race 7lbs extra. Definition of a Hack.—A Hack is a horse that has not won a race of the value of 100 soys., or races of the .collective value of 250 soys., up to the date, of nomination.
