HUSNI'S PROCLAMATION.

WHAT THE SOLDIERS MUST PROMISE.

(Received April 22, 8.35 a.m.) CONSTANTINOPLE, April 21. Husni's proclamation had a most! reassuring effect on Constantinople. It declares that the Constitution will be absolutely in accordance with the Sheriat, and henceforth it will be safeguarded. The demands include the following: No obstacle to be placed in the way, of reinstatement; officers and soldiers to swear upon the Koran in the presence of the Sheik-ul-Islam and of their commanders blindly to obey the orders of their superiors, and. not to> mix in politics in future; furthermore, the garrison to undertake ; no% to interfere in the measure of punishment of the guilty, and to denouiic« spies and other instigators of .disturbr ances. If the land and sea forces accept these demands and show passive and real obedience, nothing ,will befall the garrison. A prompt reply is required. Order has been restored at Adanal
