WATER VAPOUR DISCOVERED ON THE PLANET. NEW YORK, Feb. 26. Professor Lowell, the chief astronomer at Flagstaff Observatory, Arizona, who is one of the principal authorities on the planet Mars,, reports to-day another discovery of the greatest importance. .
