AT THE HAGUE CONFERENCE

LONDON, Jan. 7. A Blue Book has been issued dealing with the Hague Conference. It shows that Sir Edward Grey's latest despatch expresses tne Government's satisfaction at the recognition in principle of the need for an international Court of Appeal in prize matters, but states that many difficulties remain to be overcome before such a Court can become effective.
Sir Edward Fry, one of the British delegates, complains that the Conference's machinery is extremely dilatory and confusing. He refers to the smail and backward States claiming equality with the most powerful and enlightened Governments, and adds that if such claims are persisted in they may drive the greater Powers to act in many cases by themselves.
