OBLIGATORY ARBITRATION.
A FURTHER STEP FORWARD; [PEESS ASSOCIATION.] (Received Oct. 8, 10.50 p.m.) THE HAGUE, Oct. 8. The First Committee of the Peace5 Conference, by 31 to nine, adopted the proposals as a whole concerning compulsory arbitration. Japan and Italy abstained from voting. It is generally expected that some compromise proposal will be submitted at a plenary sitting of*the Conference, with a view to ensuring unanimity.
