Mr Smith, of the Scotland Chamber, submitted a motion to the Associated Chambers of Commerce in favour of tariff reform.

The Cardiff Chamber moved a freetrade amendment.

Both were eventually withdrawn, on Lord Brassey's deprecating attempts--to capture the Association as a party organisation.
