Viscount Hayashi,1 the Japanese* Foreign Minister, interviewed, described the ex-Eniperor of Korea as » spoilt despot, always intent on the" selfish exploitation of Koreans.

"If Korea's fate be regarded as alesson by China,, it should be a warning to her to put her house in order before some strong nation does so for her, imitating the recent events at Seoul. China's despotism, which isthe worst form of government, must produce a crisis, and when the presentruling mind has gone the State will fall a prey to intrigues." ■; ■ '■
