The House' met at 2.30 p.m. FIRST READINGS. The Gisborne Harbour Bill (Hon. 'Mr Carroll) and the Wellington City i-Empowering Bill (Mr Fisher) were read a first time ,and referred to the Local Bills Committee. LoAN BILL. The Loan Bill was brought down by Governor's message, and. read a first time. ' It proyiles for railway construction (£375,000), additional rollingstock for open lines and such otherpurposes in connection with therewith (£200,000), land settlement and goldfield development, w^™^ 0* ,£* mads, tracks, bridges, etc. (£350,000), for proposed developing of the goldfields (£25,000), telegraph extension (£50,000); total, £1,000,000. NOXIOUS v\HSEDS BILL. The Noxious Weeds Act Amendment Bill was considered in; Committee. An amendment by Mr RUIiIfiKFORD (Hurunui) to exempt portions of the Amuri and Cheviot counties from the operations ot the Bill was subsequently withdrawn. crrATT During the discussion, Mr felAiiL.WORTHY (Kaipara) referred to the time when Mr Alison was fined under the Noxious Weeds Act for failing to clear his land of weeds.. ... Mr ALISON (Waitemata) statea that the prosecution was a political OlThe Hon. Mr DUNCAN, who was Minister for Lands at the time, denied that it was a political prosecution. It had never been brought under his notice in any way until to-day. The discussion was proceeding when the House adjourned at 5.30 p.m.
