In the House of Lords the Duke of Devonshire moved resolutions disapproving of any proposal to establish a general or penal tariff, and any system of colonial preference based upon the taxation of food.

The previous question was carried by 121 to 57.

The Duke of Devonshire remarked that the resolutions did not controvert the Government policy as defined by themselves, but condemned the policy of the Tariff Reform League.

Lord Gosohen said that Mr Balfour ought to declare whether or not his policy fundamentally differed from Mi Chamberlain's.
