THE AMERICAN PRESIDENT'S ACTION.

In the course of a speech at the Mansion House, at a luncheon given to the officers of the visiting American squadron, the Lord Mayor (Sir Marcus Samuel), in alluding to the action taken by President Eoosevelt in send* ing a petition to the Czar respecting the recent anti-Jewish atrocities at Kishineff, in Southern Russia, said he rejoiced that America was not always bound by the stern usages of diplomacy.
, America had the courage, he said, to do what she thoight was right, and did not hesitate to protest against modern barbarities. She bad done her utmost to alleviate the lot of the oppressed.
Sir Marcus Samuel's remarks were received with cheers.
