In the course of a speech at the Mansion House, at a luncheon given to the officers of the visiting American squadron, the Lord Mayor (Sir Marcus Samuel), in alluding to the action taken by President Eoosevelt in send* ing a petition to the Czar respecting the recent anti-Jewish atrocities at Kishineff, in Southern Russia, said he rejoiced that America was not always bound by the stern usages of diplomacy.
