M. Ronvier, Minister of Finance, in delivering the French Budget, estimated the deficit for 1904 at fifty-eight million francs (£2,320,000). This would "be met by augmenting the yield of certain taxes, converting the deficit into a surplus of £1,100,000 francs (£44,000). Pabis, June 19. M. Rouvier has fixed the income tax at 1-J per cent. It is intended to re place some existing taxes and provides for deductions up to 20,000 francs.
