The Marquis of Lansdowne, Foreign Secretary, stated in the House of Lords that Sir Ernest Safcow, British Minister to China, was returning to Pekin. He had been instructed to energetically back British railway interests, as Britain had serioas cause to complain of China's treatment of concessionaires.
