The Japanese are excited owing to the- illusory character of Russia's evacuation of Manchuria. The newspapers insist upon a genuine evacuation and the opening of Manchuria to foreign trade.

General Kouropatkin, Minister for War, is starting on a tour to Porfc Arthur, Dalny, China, Japan and Vladivostock.
