The Times says it is understood at Sofia that the Powers are prepared to go beyond moral suasion to compel Tnrkey's aoeeptaace of reforms in Macedonia.
It is doubted at Vienna whether the proposal of the Powers for a semi" independent Moslem Governor-General will suffice to check the insurrectionary
movement.
