Hicks-Beach, speaking at Clifton, hoped that the Boers would not listen to evil councillors on the Continent, who were much more swayed by hostility to England than a desire for the welfare of South Africa. If ao, the day was not far distant when South Africa would be under complete selfgovernment and an equally loyal and powerful bulwark as Canada and Aus-
tralia.
Sir M. Hicks - Beach advocated drastic reform of the War Office. This was impossible until the army was like the navy and the officers devoted their lives to their duties, and outside interference in regard to promotions and appointments was abolished.
