THE CAPE CONSTITUTION.
QUESTION OF SUSPENSION.

Lord Milner on May 19th personally and unofficially wrote expressing synv pathy with the petition to suspend the Cape Constitution owi^g to new racial bitterness and other wider interests outside the Cape.
The Times Pretoria correspondent says that General Botha declares one of the main factors auguring prosperity is the absence of party politics. The Constitution of the Cape ought to be suspended, otherwise the Afrikander Bond will champion the cause of the disaffected and try to maintain racial antipathies.
The Standard's Pretoria correspondent says the general trend of opinion favors a suspension of the Cape and possibly the Natal Constitution as a preliminary towards confederation, and Lord Milner's control entire of the subcontinent, and enable responsible government to be assumed in all States concurrently on equal conditions.
