Prince Hohenlohe, Imperial Chancellor, has introduced into the Reichstag a bill providing that the number of battle ships be doubled. Extra taxation to the extent of ten million marks will be imposed to meet the expenditure. Herr von Bulow, Minister of Foreign Affairs, speaking on the Bill, said an adequate navy was indispensable for the creation of a Greater Germany. The necessity of concentrating the strength ot the empire m readiness for any emergency m Europe, however, was a pledge that the trans-oceanic policy of Germany would be cautious.
