One Paris house alone has received tenders sufficient to cover the whole Russian loan, and it is expected the amount will be covered several times over. Admiral Burbey, Minister of Marine, opposes M. Brisson's scheme for reorganising the Navy. St Petersburg, October 15. Russia will probably prohibit the export of oats. Troops are being massed m the famine districts to keep order.
