LATE CABLE NEWS. A SCENE IN THE FRENCH CHAMBER. A FIERY SPEECH BY BOULANGER. (united pbess association.) Received July 5, 12.45 p.m. Albany, July 5. The P. and 0. steamer Arcadia brings European dates to June 4. Boulanger's urgency motion m the Chamber of Deputies, affirming the necessity for revision of the constitution was very warmly discussed by both sides, and occasioned some of tne stormiest scenes m the Chamber which have ever occurred under the Republic. In moving the adoption of the motion, General Boulanger said, " The recent great electoral manifestations m my favor, prove that it is the desire of the electors that there should be a revision m the constitution of France, and our misgoverned country now lifts her voice against partyrule." These words were greeted with a perfect storm of ironical laughter, but, nothing daunted, Boulanger continued amid tumult :— " Republicanism as practised, caused terrible divisions among people, brought about by the conflict of opinions which may yet prove fatal to the country. The votes given by the Conservatives at the recent election for the Nord, and elsewhere, were not given as a demonstration of desire to return to monarchical Government, but as a protest against the present unendurable state of things. The Deputies of this Chamber think only of their own affairs, and the affairs of coteries to which they belong. Ministers m their turn are controlled by these coteries, and France is tired of this regime of corruption, falsehood, and • sterility." ■
