It is anuouuced that the English and French Governments having concluded negotiations in connection with the Hew Hebrides question and the neutralisation of the Suez Canal the necessary convention will be signed to-mor-row. In the case of the Canal treaty it provides that it shall remain open as an available route during the time of war when uo hostile act will be permitted at the approaches to or on the banks of the Canal within the neutral ;one to be fixed by an International Commission. Powers engaged in hostilities are forbidden to disembark or embark troop3 or supplies within i the Canal. Egypt is to make a treaty and if unable to do do ahe will appeal

to the Porte which will concert with the other Powers to take the necessary measures for enforcing the provisions of the treaty. In the convention regarding the New Hebrides the engagements entered into between Bnglaud and France in 1878 and 1883 are confirmed. It is provided that France shall evacuate the Islands and that British security shall be extended to their respective subjects.
