Mr Parnell proposes to retire trom the leadership of the Irish party on the ground of 111 health. The Liberal Unionists have agreed that voting upon the clause m the Crimes Bill permitting a change of venue to England shall remain an open question. ' The majority, however, approve the clause. The Opposition are seeking to limit the operation of Bill to three years.
