PARLIAMENTARY NOTES.

[FROM Ol'U OWN' COUUKSrONDEST.] Wellington, July 13. Your readers ava already aware thai Major Atkinson intends to raise the lie presentation question on the motion foi going into Committee of Supply. He aiketl the Premier this afternoon to make name statement aa to the progress ol business for the remainder of the session, Ho said it was the general feeling of the House that the Representation question should be dealt with on Friday, and the Public Work disoussion next week. Sit Robert Stout said the Loan Bill would probably be circulated this week,- and he thought it would be convenient to take the Public Works discimion on that Bill, so that one debate, could, serve both purposes. The Representation question could then be proceeded with, The Premier further said he proposed going into ; ' Supply " to-n'ght, m order that members might have an opportunity of moving some of the resolutions of which notice' had boon given. He would make a definite statement next day, as to the course of busineas. It i 3 reported to-day that active whipptng-np is going on, m Anticipation of tomorrow's debate ou the District Railways' Committee's report, and that thp question is to be made a party one. During the paßsage of the Defence Bill through Cqmmiitee last night, sn interesting discussion arose on the subject of capitation allowance to volunteers. The Bill proposed that capitation for garrison corps should be made £?, arid for other corps .SOj, but this was struck out on Colonel Trimble's motion, Mr Ballance having promised to bring down regulations aud to put a further sum on the Supplementary Estimates, ho as to increase the "* capitation to country corps. The garrison corps will remain as at present. The feeling of the House was strongly expressed that country corps were badly ilealt with m the matter of capitation allowance. The Committee last night could not, of course, deal wiih the extia capitation allowance, as it was a question that would increase the burdenß of the people,- and it will therefore have to be dealt with m the Supplementary Estimates. The Government Insurance Association Committee is still taking evidence, aud their report is-aofc likely to be brought up till next week. This report will also elicit an important debate, and it is- eagerly looked for by members on both 9idesof the House.
