The Board of Trade is considering the appointment of a Departmental Committee to inquire into the recent series of railway accidents. AN ERROR OF JUDGMENT. Received November 4, 12.30 p.m. LONDON, Nov. 3. The verdict in the Waterloo railway accident was to the effect that it was due to Signalman Moore's error of judgment. Owdng to a thick fog which prevailed, fihe mid-Kent train, dashed into a. local train which was standing 'at Waterloo Station. Three carriages of the local train were smashed,, three people being killed and 19 injured.
