EXPLOSIONS BY RAYS.

M. Ulivi, an engineer, who is carrying out experiments in a yacht at Havre, claims that he is able to discharge explosives at a distance by means of rays projected by a certain instrument. By this means M. Ulivi is said to havo exploded gunpowder contained im metal case at a distance of about 14 miles. It is claimed that any explosive within a certain radius, such as that contained in a shell or a torpedo, could be discharged in this manner. General Joffre has delegated Commandant Bell to follow the experiments. General Castelnau recently went to Havre to assist him, accompanied by Commandant Ferrier, director of the wireless installation 'at the Eiffel Tower here. Further experiments are to be made in the North Sea.
