LABOR IN CONFERENCE.

1 MANY RESOLUTIONS. THE RIGHT TO WORK. BT ELECTRIC TELEGRAPH.—COPYRIddT, PER UNITED PRESS ASSOCIATION. Received January 27, 11.5 a.m. LONDON, Jan. 26. The Labor Conference at Birmingham passed a resolution demanding an amendment to the Insurance Bill on the ground that the contributions are unjustly heavy and the Bill will injure trade unions. The conference condemned the foreign policy and armaments and militarism and favored an inquiry into how far a general strike in the countries concerned would tend to avert war. The conference also urged the establishment of the principle of the right to work in order that a reduction of armaments may not involve unnecessary hardships on workers. There were dramatic scenes when the miners' delegates opposed a resolution on the ground that they did not intend to refuse manhood suffrage merely because women's suffrage was not included. The miners were defeated by 919,000 votes to 686,000 votes.
