RUSSIA AND PERSIA.

AN APPEAL 10 BRITAIN. BY ELECTRIC TELEGRAPH.—COPYRIGHT. FEE DNITED PKKSS ASSOCIATION. Received December 15, 10.45 a.m. LONDON, Dec. 14. Lord Lamington, on behalf of the Persia Committee, appeals to Great Britain to maintain the integrity and independence of Persia and not allow that country to fall into the plight of Bokhara and Kiva. He recalls the engagements in 1888 and the convention of 1907. Britain's acquiescence (he states) in Russia's actions has raised a serious situation, the national honor and interests of both being involved. The loss of Persia independence would produce a painful effect on the Mussulmans of India.
