Tlu Department of External Affairs lias informed the pearl-fishers that in future permits for the introduction or re-engagement of indentured labor will lapse after two years and will be renewed only on condition that the diver and tender in the boats which are employed are white men. The regulation lias caused consternation. The Federal Department of External Affairs gives as a reason for excluding Papuans from the pearl-shelling industry that they are wanted for development work in Papua; also that they are excluded with a view to keeping intoxicating liquors away from them.
