STRAINED RELATIONS.
BOLIVIA AND ARGENTINA. Received Julv 22, 8.05 a.m. BUENOS AY RES, July 21. Relations arc again ruptured between Argentina and Bolivia owing to a circular being issued by the latter to the provincial authorities criticising the recent boundary award. A boundary dispute between Peru and Bolivia was referred to the Argentine Government for arbitration under a treaty signed in 1903. The Argentine Government's award was delivered recently, and it xVas announced that Bolivia had rejected it. Simultaneously there were disturbances in Bolivia, Peruvians therein began to depart for their own country, and war looked likely. Bolivia since apologised to tlio Argentine Government.
