GREAT BRITAIN'S POSITION. LONDON, July 21. Tlio new American tariff does not seriously affect Great Britain except in tho caso of certain cotton and silk manufactures, steel, and some chemicals. Satisfaction is expressed in England that a stop is to bo put to ingenious methods practised by German,, Dutch, and Japanese firms to tho detriment of tlio British by undervaluing goods, especially earthenware. It is understood that France and Germany are subject to the maximtim tariff.
