MR BALFOUR'S PROTEST. Received July 22, 8.45 a.m. LONDON, July 21. A long and acrimonious debate took place in committee in the Houso of Commons on discussing tho Finance Bill with regard to the question of the exemption of the reversion duty on certain lauds, which lasted until seven o'clock this morning. Mr Balfour (Leader of tho Opposition) doclared that tho conditions whereunder tho business of tho Houso was conducted wcro scandalous and monstrous. The Opposition was obliged to sit night after night, while squads of Ministerialists were resting. Clauses 8 and 9 of the Bill were carried.
