The attention of hotel proprietor* might with profit be' directed to the following (principal) changes in llie licensing' laws : Section 10 deals with supplying spirits, wine, ale, beer, or porter to any person apparently under IS years of age, not being resident on tho promises or a bona-iide guest or traveller A peison falsely representing, himself or herself to be of that age for the purpose of obtaining liquor is liable to a penalty not exceeding £lO. Section 11 enacts that every person who sends a child under 13 years of age to a licensed house for any llifuor is liable to a like penalty. Every person found on licensed premises when such premises are required to be closed is liable to a line not exceeding £2, unless lie satisfies the Court he is an inmate, a servant, or a lodger on such piemises or a bonaiklo traveller, or that his premises on such premises was not a breach of the provisions of the Licensing Act and with respect to the closing of licensed promises. Provision is made for dealing with such persons if they give a 'falsi- name or address. Section .13 deals with prohibited pel - sons. Ju any pi'oeeedings under the Licensing Act for selling liquor to prohibited persons it shall be sullioient defence if the defendant satisfies tho Court, that he or she as the ease may be or his agent actually selling liquor had no reasonable opportunity of knowing and did not know that the person to whom the HqVior was sold was a prohibited person. Section 11 states that every licensee who permits or connives at gambling or tho playing of any unlawful game on his licensed premises is liable to a penalty not exceeding £lO. Section 45 enacts that where, in any licensed premises, any person other than the licensee supplies liquor to (a) any person who is already in a state of intoxication (b) any young norson in breach of section 10, (c) any child in 'breach of sub-section 8 of section 12 of the Alcoholic Liquors Sale Control Act. 1S!)2, (d) any prohibited person or (e) any person at a time at which such person is not entitled to be. supplied with liquor, he is liribUi to a line not exceeding £lO, irrespective of any liability wlihili may attach to the licensee in respect of the same offence.
