Sir,— Councillor Whittingham stated at the meeting last night that the gravel on our contract was to be laid one foot thick all over, and seemed to wish it to be under«tood that the contract had not been properly completed, or that tna engineer had passed it wrongly. The bpecificauon was that the average depth ishould be one foot, and Councillor Whittingham after the meeting admitted to me that it was tin average depth of » foot of gravel provided for in the specifications, in many places it will be found that the depth of gravel luid is over ona foot, and the engineer is the best judge whether there is the average depth laid all over.— l am, etc, P.
