Tardy Recompense.— A despatch from Washington says:—“An illustration of the tardiness with which the United States meets its obligations is shown in the report of the House Committee on Foreign Affairs upon the bill for the relief of the owners, officers and crow of the British barque Chance. The vessel was fitted out at Sydney, N.S.W., at an expense of £3200, for the purpose of a whaling cruise in the Arctic Ocean in the spring of 1871. She arrived in the whaling grounds early in September. An American fleet of some thirty vessels had been imprisoned in the ice about 60 miles north of whore the Chance then was, and 1200 men were caught with but a slight prospect of escape, except by aid from the South. Tho master of the Chance received a letter from the masters of the American vessels, beseeching any shipmaster south of the Icy Cape to oome to their rescue, and assuring such masters that the United States Government would make an ample recompense for any loss that might be incurred. Tho Chance abandoned its whaling venture that was likely to net, according to the committee’s estimate, £6OOO, and rescued 90 American seamen, whom she brought safely to Honolulu. The owners of the vessel were paid by tho Treasury Department £672 for the passage of the rescued seamen, but no allowance has ever been made for the loss incurred by the failure of the cruise, and the committee, after seventeen years have elapsed, recommended that tho owners be reimbursed therefore.”
