BOROUGH COUNCIL.

Friday, May 4th, 1888.

Present: His Worship the Mayor, (Mr G. W. Riley), Crs Cooke, Houlds worth, Bythell, Ching, Green, M'Artnoy, Sinclair, Jelly man. HORSE FEED. In answer to advertisement, only ono tender was received for the supply of horse feed to tho Borough Council for a term of twelve months. Mr James Leos tendered for the supply as follows Good feed oats, 2s per bushel; good oaten sheaf chaff, L 3 per ton ; good bran, 4s per bag of lOOlbs. Cr J ellyman moved that the tender he accepted. He noticed that some of the rates were lower than those which the Council had been paying lately. Cr Houldswortli seconded tho motion.

The Mayor said he thought it was a mistake to tender for the supply in such a manner. Ho could at present got oats at Is Gd per bushel, but, of course, the fact that the tender was for a period of twelve months had to be taken into consideration. lou could occasionally get old lines very cheap, but for a regular supply, the Mayor thought the price a very fair one indeed. He moved that the'tender be accepted.

This was seconded by Cr Ching, and carried. FROM Tint AUDITOR. The Assistant Controller and Auditor wrote acdnoivledgiug tho Blenheim Borough balance sheets for the half year and year ended on 31st March, 1888, and intimating that the Auditor Inspector would visit the district at an early date, when he would examine the aooouuts above referred to. He concluded by saying that 1 ‘ In the meantime he would be obliged if tho Clerk would be good enough to inform him on what authority of law the transfer of L 455 from the Gaswork’s Loan Account to tho Gasworks Loan Intorest Account, is made.” The Clerk said ho replied to this to the effect that the Council’s authority in transferring the amount was contained in clauses 190 and 191 of tho Municipal Corporations Act, 1880. The Mayor said that was how ho road tho clauses in question, but ho did not know whether tho Auditor viewed it in tho same light. RETORTS. A communication was received from Messi'3 Gibbons Bros., Dudley, England, acknowledging the receipt of a letter of 2Gth January last, ordering ten retorts, and stating that they would put them in hand at once, and that they would hs ready for delivery in about eight weeks’ time.

The Gas (Sommit ee reported as follows : “ Your Committee have the honor to icport that the works continue in the same order, and do not call for any special

remarks. “AVe desire to call the attention of the Council that up to this time there have been four lamps broken, not one of which has been paid for by those breaking them. AVe recommend that the several parties be sued if they will not pay after being written to once more.

The Mayor said that with the exception of one of the lamps, it was known who did the damage. Two of the persons had been billed for the amount, but they had received no reply from them. He moved the adoption of tho report. Cr Jollyman seconded. —Carried, nnance comiuttee’b report.

Tho Finn tics Committee reported that it was important to constantly keep in vioyr the necessity of limiting the expenditure as the legal limit of overdraft is only about L4OO more than that now due to tho Bank. They also recommended that tbo Contractor’s Deposit Account be operated on in future as provided by tho Act.

The Mayor remarked that it should ho the aim of every councillor to be as economical as he could. WORKS COJIKITTEE. The report of the Works Committee was read as follows : “ Your Committee have the honor to report that to’ havo » lamp on the York Terrace Bridge the best way will be to fix the lamp at Mr Horton’s, Maxwell Road, on the telephone post, and remove the lamp-post to tho bridge,' tho lamp to be lighted with kerosene.

“ AYo cannot reuornmeud the erection of a lamp in Custom House street, there not being a main in that street, and the cost of laying a service being too great. “ The Muller Road Ditch has been cleaned out to a greater extent than provided in the specifications, and we recommend the payment of an additional 15s “The matter of raising the Auckland street footpath should-be •referred to the Inspector, of Work's, for 'his report ! aS to the cost.

“The attention of. Mrs. Carter should be called to the fact that the conditions laid down by the Committee have not been complied with, and that further progress in building the bridge must cedes until they' are complied with.”

The Mayor said that the erection of a lamp on York Terraco Bridge had been in the Council’s view for over two years, but nothing had been done owing to the great cost of the work. The' Inspector said it would only cost DO-?, to lay a main frqny Alfred-street,‘ and L 9 to take it across tho street and erect the lamp. From Auok-land-street the oost would be Lbo. It would cost about L3Q to lay a service from Alfred-street. There wat fit livelihood of a main being laid on in ITutche-son-strcct, therefore the only practicable plaq wqs to light the lamp with kerosene, and'this they proposed doing.
