o Per Electric Telegraph—Copyright Router’s Telegrams. Received Dec 11, at 10.50 a.m. London, Nov 10. Mr Fergusson, Under-Secretary for Foreign Affairs, speaking at a political meeting at Guildford alluded to tho warlike rumors now prevailing, and declared thoro was no present cause to apprehend disturbance of peace in Europe. In continuation lie said that the belief expressed by Lord Salisbury at Guildhall in November of the existance a general desire for peace had been fortfeitod by subsequent events
