Mr Stowart’s Education Reserves Settlement Preserves’ Bill was read to-night for tho first time, and referred to the Waste Lands’ Committee. t Sir Georgo Grey’s Contagious Diseases Act was thrown out by 52 to 20, but Mr Soddon’s Gold Reduction Bill was read a second time and passed by 39 votes to 31. The Elective Governors, as anticipated by most of the members, on the finanioial dobate was not reached again this evening, tho whole of tho sitting being taken up by the dobate on Mr Joyce’s Election ot Governors Bill, which was supported by Messrs Fish, Seddon and Moss, while Messrs Tumbl'd Allen and Lance opposed it. Then tho Government spoke, through tho Premier, who, while regretting that tho Bill had been introduced during tho busy part of the session, declared against tlio Bi' 1 as inimical to the best interests of the colony, and therefore opposed it. Sir Georgo Grey supported tho Bill in one of his most impassioned speeches, and took occasion to refer in rather strong terms to Major At V' nson, who he stated bad imposed himself on the country. A rather painful feeling pervaded the House during the delivery of the speech, which showed that there was an undoubted split between Sir Georgo and Government. Sir Julius Vogel then moved that tho Bill be read a second time that day six months, and was followed by tho only other Knight of tho House, S " John Hall, who opposed the B T in a very forcible speech. At the conclusion of his remarks Sir Julius Vogel stated that by tho wish of his friends he des : ’-cd to withdraw his amendment, and this was agreod to, tho Bill being thus made a party question.
