The sanction of Parliament would be asked to the agreement arrived at by tho Imperial Conference in regard to the Naval defences, material changes ill (he present military organisation would be submitted and, conjointly with other Colonics, tho establishment of a military College for the manufacture of gunpowder and the munitions of war was contemplated
