Tho Official Assignee in Bankruptcy to-day applied to His Honor the Chief Justice for a warrant for the apprehension of W, R. Waters, under the 03rd section of the Bankruptcy Act, which renders it an offence for an unccrtificated bankrupt to attempt to leave the colony without the permission of the Assignee. His absence is likely to embarraas the administration of the estate, and the affidavits in support of the application set out. that the bankrupt sent to the Assignee a medical certificate that a change of scene, or rest, wua necessary to the preservation of his mental and pbysi-" cal health. Mr Graham gave him permission to leave Wellington on condition of his not leaving the colony, and undertaking to return here whenever required at 24 hours’ notice. The Assignee now finds that the bankrupt booked his passage for Melbourne by the Waihora. which left here on Monday. If arrested, Waters will be required to find bail not to leave the colony till the affairs of his estate are settled. The Chief Justice will adjudicate on the application. Later. A meeting of the Central Board of Health was held this afternoon to consider what, steps should bo taken to prevent the introduction of smallpox into New Zealand from the Australian colonies. The members present were the Co'onial Secrctai / (President), Dr Hector, Mr Cl, S. Cooper, and Captain Johnston. It was decided that the same courso should be now taken as was taken during the smallpox scare in 1881, viz., that tbo Union Company’s steamers submit all passengers and crews to a strict medical examination at the Australian ports of dopa rilire and that all the intercolonial steamers should carry experienced surgeons ; lhat the Government should arrange for medical examinations of all arrivals from Australia at the port of nrrivil mid at all ports of call in Now Zeals ml , that in case of failure on the part of steamers to comply with the re<|uire<l conditions or of the appearance of smallpox in New Zealand strict quarantine should he enforced.

There was a largo attendance embracing visitors from Victoria, Sydney, Napier, Wellington, Wanganui, and Canterbury. There were submitted 33 yearlings, 3 by Cap-a-pie, 5 by Leolinus, one each by Guinea, Pisca(or, and Kobinson Crusoe, and 22 by Musket.
