Intelligence has been received that the Russian Government is exhibiting a desire to remove the strained feeling which has existed for some time past between Russia and China ; and, to secure the friendship of the latter Empire, it is announced that the Russian officers at Vladisvostock have been ordered to do all in their power towards cultivating amicable relationsjjjwith China. November 25. It is rumoured that the German Government contemplate attempting to mediate between Russia and Bulgaria, and to bring about a pacific settlement of the present dispute. November 28. A considerable amount of surprise has been occasioned, in diplomatic circles by the official announcement of the fact that the Sultan ;of Turkey has conferred a high Military honour and decoration upon General Kaulbars, the special Russian Ambassador in Bulgaria who visited Constantinople whilst eii route to St. Petersburg for the purpose of reporting to the Czar upon the condition of affairs in the Balkan State. More than ordinary activity is being displayed by dynamiters in America, with the immediate result that O’Donovan Rossa, the well known leader of the movement, has been deposed owing to the want of activity which he has shown in tho affairs of the organisation. It is believed that the action to be taken against Mr Dillon, M.P., for inducing tenants in Ireland to refuse to pay their rerts, is the beginniug of a series of similar prosecutions on tho part of the Government.
